On December 20, 2024, the National Development and Reform Commission and the Ministry of Commerce jointly issued the "Catalogue of Industries Encouraged for Foreign Investment (Draft for Public Comments)", which aims to encourage and guide foreign investors to invest in specific industries, fields and regions. The catalogue is divided into two parts. The first part is the national catalogue of industries encouraged for foreign investment, and the second part is the catalogue of advantageous industries for foreign investment in the central and western regions. For industries that are restricted, eliminated, prohibited, etc. in the relevant national industrial catalogues such as the "Guidelines for Industrial Structure Adjustment", their encouragement attributes will be naturally exempted. In order to implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and implement the deployment of the State Council, the "Catalogue of Industries Encouraged for Foreign Investment (2022 Edition)" has been revised to form the "Catalogue of Industries Encouraged for Foreign Investment (Draft for Public Comments), which is now open to the public for comments. The public can submit feedback by logging on to the official websites of the National Development and Reform Commission and the Ministry of Commerce. The deadline for feedback is January 20, 2025.
