China's Ministry of Commerce announces tightening of export controls to the US

In Announcement No. 46 of 2024, the Ministry of Commerce of China announced that in accordance with the Export Control Law of the People's Republic of China and other laws and regulations, in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, it has decided to strengthen export controls on relevant dual-use items to the United States. The main contents of the announcement include prohibiting the export of dual-use items to US military users or military purposes, in principle not permitting the export of dual-use items related to gallium, germanium, antimony, and superhard materials to the United States, and implementing stricter end-user and end-use reviews for the export of dual-use graphite items to the United States. Organizations and individuals who violate the regulations will be held accountable in accordance with the law.
