The new US regulations divide the world into three levels of AI chip import restrictions. The first tier of countries and regions includes 18 countries such as the United States, Germany, the Netherlands, Japan and South Korea, where controls are relatively loose. The second tier includes most countries and regions, which can bypass restrictions as long as they meet the government's security requirements and human rights standards. The third tier is mainland China and all countries and regions where the United States has imposed an arms embargo, and chip exports from these regions are widely prohibited.
