The new regulations divide OTA upgrades into "improved" and "functionally enhanced", the latter of which must be filed with the competent authorities in advance and pass safety tests. Automakers are not allowed to allow users to participate in the functional verification of semi-finished products through "public testing" and other forms, forcing companies to strengthen technical redundancy design.
